Doing Business with DESC

  News Updates: Section 526 of the Energy Independence and Security Act of 2007
  As our nation continues to embrace energy conservation, energy security and a renewed awareness of environmental concerns, including climate change, DESC will play a prominent role in meeting these challenges. DESC is issuing this Interim Implementation Plan to provide guidance to our workforce, suppliers and customers on how DESC will comply with Section 526 and we hope to issue the final plan next fiscal year. Price Adjustment
  PC&S Ground Fuels contracts
  Effective 1 Nov 03, all PC&S Ground Fuels contracts were modified to include in the unit price any authorized tax for which the Government is not exempt, i.e. state motor fuel tax, environmental taxes and fees, percentage based taxes, etc. Previously, when authorized, these taxes were billed as separate line items on the contractor's invoice. The Federal Excise Tax is now the only tax that will be paid as a separate line item. Please insure that your Paying Office understands that they should not be paying any State and Local Taxes or Fees as separate line items.

    DFAS Payment System
      The link below allows Contractors to query the DFAS payment system for current status of invoices. MY INVOICE/ https://myinvoice.csd.disa.mil.
      Bidder's Mailing List
      Should a contractor be interested in being added to a Bidder’s Mailing List for DESC’s purchase programs on energy products and services, please contact the respective Commodity Business Units (CBUs). Telephone numbers to contact the appropriate Contracting Officers are available by clicking on the “Organization Chart” under “Introduction to DESC” at the DESC website.

    In order to do business with the Department of Defense (DoD), contractors are required to register with the DoD Central Contractor Registration. Registry access via the web is http://www.ccr.gov. For assistance in filling out the registration form call 1-888-227-2423. In addition, interested contractors need to sign up for the vendor notification service available on the Fed Biz Opps site at http://www.fedbizopps.gov. Interested contractors will automatically receive notification when DESC posts a solicitation to the site. The help desk number is 1-877-472-3779.
